Keeping it simple is not stupid.

The Goal

Give every candidate the opportunity to reach 50%+1 (the Fixed-Post) support of the total votes cast before a winner is declared.

Candidates who are ranked the highest after the initial count, have the earliest opportunity.

The Ballot

Voters get one vote (one ballot per voter) with two choices (First and Second).

Only one choice is active at any time (the first choice never supercedes the second choice).

The Count

Divided into three phases:

Phase 1: Initial Count Of First Choice Votes

Identical to the existing FPTP system. If any candidate has reached the Fixed-Post then a winner is declared. If there is no winner, then the candidates are ranked by the number of First Choice votes received.

Phase 2: De-activate lower ranked candidates and distribute Second Choice Votes

More than one candidate is active in this stage.   If a candidate reaches the Fixed-Post then a winner is declared.  If no winner, repeat phase 2.

Phase 3: De-activate/re-activate (from highest to lowest) all candidates but one and distribute  Second Choice Votes

One and only one candidate can be active in this stage.   All of the candidates' SC votes from ballots that did not have the candidate as the FC are counted. If a candidate reaches the Fixed-Post then a winner is declared.

If no candidate has reached the Fixed-Post then the candidate that came the closest to the Fixed-Post is declared the winner.
